Purpose of the practice guide

The Climate Change PPS sets out the policy approach. If users of the practice guide have not first looked at the policy in the Climate Change PPS then they are strongly encouraged to do so. The Practice Guidance contains clear signposts to the relevant policy sections in the Climate Change PPS. This practice guidance explains further how to implement that policy. It does not act as a substitute for the policy, nor does it carry the same weight but will be relevant to regional planning bodies and local planning authorities in preparing regional spatial strategies and local development documents (LDDs) and when deciding planning applications, as well as to other users of the planning system.

In particular, the guide is intended to assist:

  • Regional planning bodies (RPBs) in the development of regional spatial strategies (RSS)
  • Planning authorities in the preparation of local development documents (LDDs)
  • Planning authorities in the consideration of planning applications
  • Developers and others in understanding what is expected of them to address climate change
  • Stakeholders and community groups who want to understand how the planning system should deal with climate change issues

The guide should be read alongside other relevant Planning Policy Statements (PPS) and their supporting practice guides, in particular PPS1 Delivering Sustainable Development, PPS11 Regional Spatial Strategies and PPS12 Local Spatial Planning. These set out the overall approach to the delivery of sustainable development through the planning system and are signposted in the guide. Also signposted are other thematic PPSs and supporting practice guides notably PPS10 Sustainable Waste Management, PPS22 Renewable Energy, and PPS25 Development and Flood Risk. These are all available on the CLG website.

The guide provides advice, ideas, examples of practice and signposts to further sources of information of relevance to planning authorities, developers, communities and others. As far as possible it avoids repeating practice guidance that is provided elsewhere and instead provides signposts to enable the user to access the full, and most up to date, range of information that is available.

Throughout the guide, “how to” pages suggest considerations relevant to delivering the policies in the Climate Change PPS, including examples of existing and emerging practice. It should be recognised that one size does not fit all and the examples provided are not intended as a blue print that can be applied in all cases. The approach to delivery will need to consider local circumstances and the local experience, skills and resources available to implement policy and monitor its outcomes.

Each section of the guide includes a short summary that highlights the key points covered and signposts to relevant paragraphs in the section. It also provides signposts to other sources of relevant information and a checklist for use by practitioners.

The Climate Change PPS includes a glossary which provides explanation of certain words and terms used in the PPS in order to assist with clarity on their meaning. This glossary is also relevant to this guide.

How the guidance was prepared

The guidance is based on material prepared for Communities and Local Government by Environmental Resources Management and Faber Maunsell, and made available as a working draft in March 2008. The material was refreshed in the light of feedback from practitioners and others and has now been adapted into a web-based resource. The guidance is being jointly hosted by the HCA and the Planning Advisory Service.
