The guide is organised into the following four sections:
Section 1 is hosted by the Academy and supports the Key Planning Objectives and Decision Making Principles set out in the Climate Change PPS. It also considers the role of sustainability appraisal (SA), monitoring and review of spatial strategies, including stakeholder consultation, in delivering effective planning responses to climate change.
Section 2 is hosted by the Academy and provides advice on the preparation of RSS including considerations relevant to assessing the region’s contribution and vulnerability to climate change; managing performance on climate change; and both inter- and intra-regional working.
Section 3 is hosted by PAS and provides advice on the preparation of DPDs including considerations relevant to creating a sound evidence base and assessing vulnerability to climate change; determining the potential for, and setting targets for, decentralised and renewable or low-carbon energy; and promoting adaptation and integration with other sustainable development policies. Section 4 is hosted by PAS and addresses the preparation and determination of planning applications, including considerations relevant to the environmental performance of new development; and compliance and enforcement. See this on the PAS site.
Throughout the guide, “how to” pages suggest considerations relevant to delivering the policies in the Climate Change PPS, including examples of existing and emerging practice. It should be recognised that one size does not fit all and the examples provided are not intended as a blue print that can be applied in all cases. The approach to delivery will need to consider local circumstances and the local experience, skills and resources available to implement policy and monitor its outcomes.
Each section of the guide includes a short summary that highlights the key points covered and signposts to relevant paragraphs in the section. It also provides signposts to other sources of relevant information and a checklist for use by practitioners.
The Climate Change PPS includes a glossary which provides explanation of certain words and terms used in the PPS in order to assist with clarity on their meaning. This glossary is also relevant to this guide.
