This section provides advice on the preparation of RSS including considerations relevant to assessing the region’s contribution and vulnerability to climate change, managing performance on climate change and both inter- and intra- regional working.

Preparing the Regional Spatial Strategy

The Climate Change PPS in paragraphs 12 to 17 sets out what regional planning bodies (RPBs) should do in developing a realistic and responsible approach to addressing climate change through the preparation of the RSS.

The Climate Change PPS in paragraph 13 expects climate change to be a key and integrating theme of the RSS, highlighting in particular the interactions between the location of development and transport, renewable and low-carbon energy supplies, carbon sinks, water resources and other climate change adaptation issues.
