Mitigation and adaptation are the dual challenges that need to be addressed by the planning system. The Climate Change PPS explains that mitigation involves taking action to reduce the impact of human activity on the climate system, primarily through reducing greenhouse emissions. This will mean for example, implementing policy to reduce greenhouse gas emissions whilst enhancing carbon sinks. For more information on mitigation go to the DECC website.
Defra considers adaptation to mean changing our behaviour to respond to the impacts of climate change. Adjustments to natural or human systems will need to be made to ensure continued and improved success of businesses, Government policies and social operations. Decisions made at the right time in response to actual or expected climatic stimuli will maximise benefits and minimise costs.
