Housing Action Trust (HAT)

Housing association

Not-for-profit, independent organisation established to provide housing for those unable to obtain their own. Housing associations have largely taken over local authorities’ responsibilities for housing. Regulated by the Tenant Services Authority and inspected by the Audit Commission.

Housing density

Number of habitable rooms per hectare. This is an important factor in ensuring that a housing area has the appropriate number of people to support services and local activities. Low housing densities are seen as poor drivers of the local economy and a vibrant civic life, whereas high inner city densities are seen as ways of ensuring an urban renaissance and bringing new vibrancy to urban areas. Housing Growth Areas

There are four Housing Growth Areas:

  • Thames Gateway
  • Milton Keynes and South Midlands
  • London-Stansted-Cambridge-Peterborough
  • Ashford

Housing market renewal

Area-based renewal of housing markets. Focused on those parts of the North and Midlands where demand for housing is relatively weak, which has led to a significant decline in population, dereliction, poor services and poor social conditions. The objective is to renew failing or weak housing markets and reconnect them to regional markets, promoting confidence in the area and safeguarding sustainability.

Housing Market Renewal Pathfinder (HMRP)

Established in areas experiencing low demand for housing. Each of the nine pathfinders has drawn up strategic plans for turning round their areas over a 10-15 year period. Pathfinders bring together local authorities and key agencies to re-examine the problems being experienced in the area and decide on the most appropriate action to reconnect them with more prosperous places. The strategy involves a mixture of refurbishment, clearance and replacement, as well as some environmental works.The nine pathfinders are:

  • Bridging Newcastle Gateshead
  • Gateway Hull and East Riding
  • Transform South Yorkshire
  • Urban Living
  • Renew North Staffordshire
  • Manchester Salford
  • Newheartlands
  • Partners in Action
  • Elevate East Lancashire

Housing Revenue Account (HRA)

Budget used by local authorities for funding housing services and repairs.

Hydroelectricity

Schemes that use running water (eg rivers) to turn a turbine and generate electricity. This generally produces a reliable source of renewable energy and can be developed at the macro or micro level.
