Financial exclusion

People who do not have access to mainstream financial services (including high street banks), usually due to adverse financial circumstances eg living in a poor area, being reliant on benefits, or having a low income.

Flood plain

An area of land over which river or seawater flows, or is stored in times of flood. Flood plains usually extend beyond the land immediately next to a watercourse.Further information » Environment Agency

We can't prevent flooding entirely, but we can manage floods, which means reducing the likelihood of them occuring in the first place, and minimising impact. More information

Floor target

Government departments now have minimum targets to meet on tackling deprivation in Neighbourhood Renewal Fund areas, which means that they will be judged on improvements in the areas where they are doing worst, rather than averages. These targets cover health, education, employment, crime, housing and the physical environment.

Fuel cells

Generate heat and power by converting hydrogen and oxygen into water. Fuel cells are efficient, quiet and pollution-free. However, they are currently relatively expensive, require hydrogen generation and delivery infrastructure and must overcome safety concerns before it will be possible to encourage mainstream use.

Fuel poverty and exclusion

Where a combination of poor housing conditions and low income mean that the household cannot afford sufficient warmth for health and comfort. The widely accepted definition of fuel poverty is where a household needs to spend 10% or more of income to meet fuel costs.Further information » Department of Energy and Climate Change
